The newest round of Pokemon will only appear in eggs. Otherwise, you will not find these dudes in the wild. The video, released by the reps of Pokemon Go, also only list Togepi and Pichu, and note that "several more select Pokemon" will be found.
You'd think, if they wanted a resurgence of Poke-Players, they'd release the Gen 2 Pokemon into the wild, but even people like Forbes note that this may just be a ploy to increase incubator sales. Yes, even Forbes is reporting on Pokemon now.
Other sources, like SlashGear, share that the Gen 2 releases may be coming early 2017, which is helping the rest of us stockpile our Eevee candies in hopes of getting our fingers on an Esperon and Ubreon, but there might be more technical ways you need to qualify for those evolution.
